A market study quantifies aggregate supply and demand within a defined geography. It answers how much demand exists for a retail use and how much competitive supply already serves or will soon serve that demand. It is a study of conditions, not of a specific building.
A marketability study narrows the lens to the subject property and asks whether this particular project, at its proposed rents, pricing, and delivery timing, can capture a defensible share of the demand the market study identified. The Appraisal Institute frames marketability analysis as a six-step process executed at escalating levels of rigor, from inferred analysis that relies on broad demographic trends, to fundamental analysis that segments demand and may incorporate primary research gathered specifically for the assignment.
A feasibility study adds the financial test that the prior two omit. It takes the captured demand, applies projected rents and development costs, and determines whether the resulting return justifies the investment of capital and the assumption of risk. A use is financially feasible when its projected net present value exceeds zero. The maximally productive use, and therefore the highest and best use, is the one that produces the greatest risk-adjusted return among the feasible alternatives.
This sequence maps directly onto the Appraisal Institute's four tests of highest and best use, applied in strict order: a use must be legally permissible, physically possible, financially feasible, and maximally productive. The feasibility implications of format are substantial. Necessity-driven formats, principally strip, neighborhood, and grocery-anchored centers, rise or fall on the density of nearby rooftops, household income, and the supportable sales volume of a supermarket anchor. The institutional logic of the grocery-anchored center is worth isolating because it explains why this format commands the sector's most aggressive pricing. The grocery anchor pays a deliberately below-market rent, frequently in the range of $8 to $14 per square foot on a triple-net basis, but it generates a powerful traffic externality. Enclosed malls and outlet centers operate over the largest trade areas, with outlet performance tied closely to tourism and highway access, and enclosed malls facing structural headwinds that have all but ended ground-up development of the format. Single-tenant net lease, quick-service, and convenience assets invert the analysis entirely: their feasibility is principally a credit and site study, turning on the tenant's balance sheet, the lease term and escalation structure, and the economics of the specific corner, rather than on a center-wide demand model.
The Financing Lens
With the study type defined and the format selected, the feasibility analysis turns to its organizing spine: the requirements of each capital source. The differences are not stylistic. They are the thresholds that determine whether a project is fundable.
SBA 7(a) and 504: Underwriting the Occupant, Not the Center
The Small Business Administration finances owner-occupied commercial real estate, and the emphasis on owner-occupancy is the defining constraint. Under SOP 50 10 8, effective June 1, 2025 with technical updates that took effect March 1, 2026, the agency restored the underwriting discipline that characterized the program before its pandemic-era loosening. For retail projects in rural markets, the USDA Business and Industry guaranteed loan program is frequently the decisive capital source, principally because it reaches far beyond the SBA ceiling. Eligibility turns on location: the project must sit in a rural area, generally a town or city with population at or below 50,000 that is not contiguous to an urbanized area. Rural grocery stores, convenience and fuel centers, and highway travel centers are all eligible uses.
The program guarantees loans up to $25 million, with guarantee percentages of 60 to 80 percent and a maximum term on the guarantee of ten years, fully amortized without balloon payments. That $25 million reach, five times the SBA limit, is the reason a rural retail developer with a project of meaningful scale will gravitate toward Business and Industry. The equity requirements are calibrated to risk: a post-closing balance sheet must show 20 percent tangible equity for a new business, 25 percent for a new business engaged in construction, and 10 percent for an existing operation.
The feasibility requirement here is explicit and mandatory rather than discretionary. A Business and Industry guaranteed loan exceeding $1 million to a new or emerging business requires an independent feasibility study addressing all five regulatory dimensions, prepared by a qualified consultant with no interest in the transaction. Conventional Banks and CMBS: Underwriting Property Cash Flow
For multi-tenant investment retail, the project is financed through conventional bank balance sheets, commercial mortgage-backed securities conduits, or life insurance companies, and here the underwriting attaches to the property's own cash flow rather than to any occupant's business. Retail debt service coverage requirements typically run from 1.30 to 1.45 times, meaningfully above the multifamily standard, reflecting the perceived volatility of retail income. Conduit lenders will accept ratios closer to 1.20 to 1.25 times on stabilized assets, while life companies pursuing premium product may require 1.35 to 1.50 times. An investment-grade anchor versus a regional or local one can move the capitalization rate by 100 to 200 basis points, which translates into roughly 15 to 25 percent of value. Credit-tenant leases backed by tenants rated BBB or better by S&P unlock the tightest available pricing. Underwriters scrutinize the weighted-average lease term, with an eight to ten year remaining term trading 50 to 100 basis points tighter than a three to four year term. Lease structure receives equal attention: base rent plus percentage rent, often calculated at 5 to 8 percent of tenant sales above a natural breakpoint, plus recoveries of common area maintenance, taxes, and insurance, with common area charges typically running $5 to $12 per square foot. Construction and Development Finance: Underwriting the Path to Stabilization
Ground-up retail introduces a fourth layer of analysis, because the construction lender underwrites not a stabilized cash flow but the credibility of the path to one. Construction loans are typically sized to 60 to 80 percent of cost, with the lower end reserved for speculative projects, leaving developer equity of 20 to 35 percent. Measured against the completed and stabilized value, lenders grow reluctant above 75 to 80 percent leverage.
The pivotal element is the takeout. A construction lender generally requires a credible permanent financing commitment, whether a conventional permanent loan, a CMBS execution, an agency or life company facility, or a single construction-to-permanent structure. These takeout commitments frequently embed an economic holdback: the permanent lender funds only a floor, often 75 to 80 percent of the committed amount, until the project achieves a defined leasing or coverage hurdle, releasing the balance once stabilization is proven. Pre-leasing functions in retail much as pre-sales function in residential development. While not always a hard minimum, executed leases, and above all anchor or credit-tenant leases, materially improve both the construction terms and the takeout floor, and ground-up retail is rarely financed on a fully speculative basis. Interest reserves, a contingency of 10 percent or more, draws disbursed against periodic inspection, and retainage of 5 to 10 percent held against completion are all standard features of the structure.
The Core Components of a Defensible Study
With the capital source and its constraints established, the feasibility study turns to the analytical components that supply the evidence. These are the sections that separate a credible institutional study from a collection of optimistic assertions.
Trade Area Definition and the Demand Models
The foundation of any retail feasibility study is the definition of the trade area, the geography from which the project will draw its customers. Practitioners divide it into a primary area that generates the majority of sales, commonly 60 to 80 percent, a secondary area supplying the next increment, and a tertiary or fringe area accounting for the residual. Demand Analysis: Gap, Leakage, and Supportable GLA
The analytical heart of a retail feasibility study is the quantification of unmet demand and its translation into supportable space. The composition of tenants is a feasibility variable, not merely a leasing exercise. The analysis addresses anchor selection as a traffic-generation decision, the co-tenancy clauses that bind inline rents to anchor performance, the credit quality that drives both income durability and exit pricing, the percentage rent that allows the landlord to participate in tenant success, and the synergies among adjacent uses that lift the whole center above the sum of its tenants. The merchandising strategy must respond to the void analysis, filling demonstrated gaps rather than replicating what the trade area already has in surplus.
Financial Feasibility and the Pro Forma
All of the preceding analysis converges in the financial pro forma, which assembles the development budget, the income projection, and the return metrics. The development budget comprises land, hard construction costs, soft costs that typically run 20 to 30 percent of the total, a contingency of 10 to 20 percent, and financing and carry costs.

National availability stands near 4.9 percent as of the first quarter of 2026 per CBRE, with vacancy near 4.4 percent on JLL's measure, and asking rents at $24.59 per square foot, up 2.4 percent year over year. New supply remains at historic lows: CBRE recorded record-low completions of 4.7 million square feet in the first quarter, against a pre-financial-crisis annual average of roughly 214 million square feet and a 2009 through 2024 average of roughly 57 million. This supply discipline is the foundation beneath the entire sector's strength.
Investment activity has tracked the fundamentals. JLL reported first-quarter 2026 retail transaction volume above $15 billion, the strongest opening quarter since 2023, and grocery-anchored volume reached roughly $11 billion in 2025, a 42 percent increase year over year, with record pricing near $209 per square foot. Capital is flowing decisively toward necessity-anchored and well-located single-tenant product while continuing to avoid weak enclosed malls, whose vacancy near 8.9 percent and wide capitalization rates reflect a format in structural transition. The bifurcation is the defining feature of the moment, and a feasibility study that treats retail as a monolith will mislead its reader in either direction.
A Staged Decision Framework
The disciplined way to commission and read a retail feasibility study is to proceed in three stages, each with thresholds that determine whether the next stage is warranted.
The first stage is the program-fit screen, conducted before any market research is undertaken, because the binding capital source defines the entire scope of work. An owner-occupied single-user project belongs in the SBA channel, where the analysis must confirm 51 or 60 percent occupancy and budget for a special-purpose feasibility study and a going-concern appraisal. A rural project of meaningful scale belongs in the USDA Business and Industry channel, where the mandatory five-part independent study should be commissioned early and financed into the loan. A multi-tenant investment center belongs in the conventional or CMBS channel, where the pro forma must clear the most restrictive of a 1.30 to 1.45 times coverage ratio, leverage at or below 70 percent, and a debt yield of 8 to 10 percent. A ground-up project requires a construction facility at 60 to 80 percent of cost paired with a credible takeout, and anchor or credit-tenant pre-leasing is the lever that unlocks both.
The second stage is the demand proof. The analyst defines the trade area by drive time, estimates capture through a calibrated gravity model, quantifies the gap through a leakage and surplus analysis, converts capturable leakage into supportable leasable area using category sales per square foot, and nets the result against existing and pipeline competitive inventory. The threshold to proceed is positive, defensible leakage that exceeds the proposed leasable area with margin, in a trade area whose per-capita space is not already saturated for the subject categories.
The third stage is financial feasibility and stress testing. The pro forma is built to a yield on cost, and the project should demonstrate a development spread of at least 150 basis points over the exit capitalization rate. The base case is then stressed for a 15 percent decline in rent, a six to twelve month lease-up delay, and a 100 basis point cap-rate expansion. The kill or redesign thresholds are clear: a yield on cost that compresses to within roughly 50 basis points of the market cap rate, eliminating the spread; a break-even occupancy above 85 percent; or a stressed coverage ratio below 1.15 times. Any of these signals a project that should be redesigned or abandoned rather than financed.
Certain developments should change the recommendation even after the analysis is complete. A movement of 75 basis points or more in the ten-year Treasury requires re-underwriting the exit cap rate and the takeout sizing. The loss of an anchor or credit-tenant letter of intent implies 100 to 200 basis points of cap-rate widening and warrants a pause to re-tenant. A resumption of electronic commerce growth above roughly 18 percent of total sales, in a project with meaningful apparel or electronics exposure, argues for shifting the format toward grocery, service, or experiential uses, or toward redevelopment of existing space rather than ground-up construction. And a trade area whose leakage has turned to surplus is a saturated market in which value-add acquisition, not new development, is the rational strategy.
A Closing Note on Discipline
The figures throughout this guide are current as of late 2025 and early 2026, and they vary by source and methodology in ways that matter. Boulder Group reports asking cap rates while Marcus & Millichap reports closed-transaction means; CBRE's cap-rate survey breaks out only certain retail subtypes in any given vintage; construction-cost references span wide ranges driven by region, finish, and tenant-improvement scope. Cross-source comparisons should be treated as directional rather than precise. Several forward-looking statements, including expectations of cap-rate compression and contrarian theses on enclosed-mall mispricing, are opinions about an uncertain future and should be labeled as such within any study that relies on them.
The deeper discipline, the one that distinguishes analysis worthy of an institutional reader, is the refusal to reason from national averages. Aggregate retail strength conceals format-by-format and market-by-market divergence so wide that the same sector contains both record pricing and distressed yields in the same quarter. A feasibility study earns its place in a credit file not by reciting favorable headlines but by bridging the macro environment to a specific, defensible capture rate for a specific project in a specific trade area, financed through a specific capital source whose constraints it has taken the trouble to understand. That bridge, evidence-based, format-specific, and financing-led, is the whole of the work.
