USDA Feasibility Study
A USDA feasibility study is the independent analysis a lender must obtain before USDA Rural Development will guarantee financing for a rural business, energy, or community project. It is not a business plan and it is not optional paperwork. It is a regulated, third-party document, defined in federal regulation, that decides whether a project clears the dual test every USDA program applies: can the project generate enough cash flow to repay the guaranteed loan, and does it advance the economic vitality of the rural community it serves. Why USDA Requires an Independent Feasibility Study
USDA loan guarantee programs carry a mandate that conventional commercial lending does not. The agency is simultaneously protecting the government's guarantee exposure and advancing rural economic development, and the feasibility study has to satisfy both objectives at once. It must demonstrate that the project can service its debt, and it must evaluate the project's contribution to the rural economy, including the jobs it creates or saves. That dual purpose is why a generic business plan does not qualify and why USDA reviewers reject studies built on unsupported assumptions.

The independence requirement is strict. The study must be prepared by a qualified consultant with no financial interest in the loan outcome, the borrower's business, or the project's success. A study written by the borrower, the borrower's accountant, or anyone earning a fee contingent on approval does not meet the standard. Lenders are required to obtain an independent feasibility study when underwriting projects involving new businesses, significant expansions, or any transaction where the borrower's ability to repay is uncertain, and the regulatory scope is codified in 7 CFR Part 5001, with the required components defined in Appendix A to Subpart D.
The stakes have risen because the standard has tightened. USDA approved roughly 89 percent of B&I applications in fiscal year 2021, and by fiscal year 2023 that figure had fallen to about 53 percent. A defensible, regulation-compliant study is no longer a formality that clears a file. It is increasingly the difference between an approval and a denial.
The USDA Programs That Require a Feasibility Study
Since 2020, USDA has administered its principal guaranteed loan programs under a single consolidated regulation known as the OneRD Guarantee Loan Initiative, codified at 7 CFR Part 5001. OneRD brought four programs under one application and regulatory structure and standardized the feasibility study requirement across them while preserving program-specific documentation thresholds.
The flagship is the Business and Industry (B&I) Guaranteed Loan Program, which guarantees commercial loans to businesses in rural areas for real estate, equipment, working capital, business acquisition, and certain debt refinancing. A feasibility study is the central underwriting document for B&I projects involving startups and major expansions. The Rural Energy for America Program (REAP) supports renewable energy systems and energy efficiency improvements for agricultural producers and rural small businesses, and relies primarily on tiered technical reports, with a full feasibility study required only when the lender or the agency deems it necessary for a renewable energy system project. Community Facilities financing supports essential community facilities in rural areas and carries its own financial feasibility reporting requirements under the regulation. Water and Waste Disposal guaranteed loans are the exception that proves the rule: under 7 CFR 5001.305 they generally do not require a feasibility study, although the economic viability of an anchor business must be assessed where the financial success of the system depends on a single major user.
The Five Components Every USDA Feasibility Study Must Contain
Regardless of program, a USDA feasibility study must address five substantive components, which together form the omnibus analysis the regulation defines. Each is graded by the reviewer, and a weakness in one can compromise the whole.

The first is economic feasibility, which situates the project in its rural economy and addresses the agency's development mandate, including the jobs created or saved and the project's broader local impact. The second is market feasibility, the demand analysis that establishes there is a real and durable market for the project's output, supported by evidence rather than assertion. The third is technical feasibility, which confirms the proposed facility, equipment, and operations can deliver the projected output reliably over the project's useful life. The fourth is financial feasibility, the projections that demonstrate the project can cover its operating costs and service its debt, anchored to the debt service coverage ratio the lender and the agency test. The fifth is management feasibility, an assessment of whether the ownership and management team has the capacity and experience to execute the plan. A study that treats any of these as a formality invites a conditioned approval or a denial.
How USDA B&I Financing Works
Understanding the feasibility study requires understanding the loan it supports, because the financial component of the study is built around the program's specific terms. USDA does not lend directly. It guarantees a loan made by a commercial lender, which reduces the lender's risk and expands the credit available to rural borrowers. The key FY2026 parameters are as follows.
The maximum loan is generally up to 25 million dollars per borrower, with most loans far smaller and the program average near 3 million dollars. The guarantee percentage, published annually in the Federal Register, follows a two-tier structure for fiscal year 2026: loans under 5 million dollars receive an 85 percent guarantee, and loans from 5 million dollars up to the program maximum receive an 80 percent guarantee. USDA charges a one-time upfront guarantee fee of 3.0 percent of the guaranteed portion of the loan, plus an annual renewal fee, currently 0.5 percent of the outstanding guaranteed balance, set each year by the agency. Loan terms are tied to the use of funds and the useful life of the assets, with real estate financed up to 30 years, machinery and equipment up to the lesser of 15 years or useful life, and working capital up to 7 years, subject to a 40-year statutory maximum. Interest rates are negotiated between borrower and lender, may be fixed or variable, and cannot exceed the Wall Street Journal prime rate plus a reasonable margin, which in the current rate environment generally places rates in the high single digits to low double digits.

Two further requirements shape every deal. The borrower must demonstrate minimum tangible balance sheet equity at closing: 10 percent for existing businesses, 20 percent for new businesses and startups, 25 percent for startups requesting the guarantee before construction is complete, and a range of 25 to 40 percent for energy projects. This is a balance sheet test rather than a cash injection requirement, so existing assets, real estate equity, and retained earnings count toward it, while appraisal surplus, bargain purchase gains, and intangible assets do not. Finally, the project must clear a debt service coverage test. USDA and lenders generally look for a debt service coverage ratio of at least 1.25x, with 1.0x the bare minimum that shows the project can cover its debt at all, and personal guarantees are required from all owners holding 20 percent or more of the business.
Worked Example: Sizing a USDA B&I Loan Step by Step
The following example shows how the financial feasibility analysis comes together. The program parameters used are the verified FY2026 figures above. The project inputs, the cost, the interest rate, and the projected income, are illustrative and chosen to demonstrate the arithmetic; an actual study would build each from project-specific evidence.

Assume an existing rural food-processing business in a town of 12,000 residents is expanding. The total project cost is 4,400,000 dollars, consisting of 3,000,000 in real estate, 1,000,000 in equipment, and 400,000 in working capital.

Step one, eligibility. The town's population of 12,000 is below the 50,000 threshold, so the location is rural-eligible. The business is a for-profit operating company, which is an eligible entity.

Step two, the equity requirement. As an existing business, the borrower must hold at least 10 percent tangible balance sheet equity. Ten percent of the 4,400,000 project cost is 440,000 dollars. The guaranteed loan therefore covers the balance: 4,400,000 minus 440,000 equals a loan of 3,960,000 dollars.

Step three, the guarantee. Because the 3,960,000 loan is under 5 million dollars, it qualifies for the FY2026 85 percent guarantee. The guaranteed portion is 85 percent of 3,960,000, which is 3,366,000 dollars. The lender retains the unguaranteed remainder of 594,000 dollars at its own risk.

Step four, the upfront guarantee fee. The fee is 3.0 percent of the guaranteed portion: 3.0 percent of 3,366,000 equals 100,980 dollars. This is typically financed into the loan or paid at closing and passed through to the borrower.

Step five, the annual renewal fee. The renewal fee is 0.5 percent of the outstanding guaranteed balance. In the first year, that is 0.5 percent of 3,366,000, or about 16,830 dollars, and it declines each year as the guaranteed balance amortizes.
Step six, the debt service. Assume a fixed interest rate of 9.0 percent and a 25-year amortization, both consistent with a real-estate-heavy B&I loan in the current environment. The monthly payment on a 3,960,000 dollar loan is calculated with the standard amortization formula, payment equals principal times the monthly rate times one plus the monthly rate raised to the number of payments, divided by one plus the monthly rate raised to the number of payments minus one. With a monthly rate of 0.0075 and 300 payments, the monthly payment is approximately 33,230 dollars, which is about 398,800 dollars in annual debt service.
Step seven, the debt service coverage ratio. This is the number the agency and the lender focus on. Suppose the expanded facility is projected to generate stabilized net operating income of 520,000 dollars per year. The debt service coverage ratio is net operating income divided by annual debt service: 520,000 divided by 398,800 equals approximately 1.30x. Because 1.30x clears the 1.25x benchmark, the project demonstrates adequate coverage with a cushion. Working the threshold in reverse is just as instructive: to hit exactly 1.25x, the project would need net operating income of 1.25 times 398,800, or about 498,500 dollars, so the projected 520,000 provides roughly 21,500 dollars of annual cushion above the minimum.

Step eight, sensitivity. A credible study does not stop at the base case. If stabilized income comes in 10 percent below projection, at 468,000 dollars, the coverage ratio falls to 468,000 divided by 398,800, or about 1.17x, which is below the 1.25x benchmark. That single line is why conservative, evidence-based income projections matter: a project that only clears coverage in its best case is a project a USDA reviewer will question. The feasibility study earns its keep by grounding the income line in defensible market evidence and then showing how coverage holds, or does not, when the assumptions are stressed.
REAP and the Technical Report Tiers
Renewable energy and efficiency projects follow a different documentation path. Under REAP, the required analysis scales with project cost. Renewable energy system projects with total costs under 80,000 dollars carry the lightest requirements. Projects between 80,000 and 200,000 dollars require either a full energy audit or a lighter energy assessment, at the preparer's option. Projects at or above 200,000 dollars require the most detailed technical report, with technology-specific subsections covering the relevant renewable system. A full feasibility study, as opposed to a technical report, is required for renewable energy system projects only when the lender or the agency determines it is necessary, and the technical report can be embedded within the technical feasibility section of a feasibility study where both are required. Energy efficiency improvement projects above a defined threshold require their own technical report supported by an energy audit. The agency grades each substantive section of a technical report as pass, pass with conditions, or fail, and a failure in any single section renders a project without technical merit, so the documentation has to be right the first time.
What Makes Rural Feasibility Analysis Different
Rural markets present analytical challenges that urban projects rarely face, and they are the reason a USDA study cannot simply reuse a metropolitan template. Comparable businesses are few, sub-county demographic data is sparse, third-party market reports are thin, and transactional evidence is limited. A credible rural study compensates with disciplined data sourcing, drawing on American Community Survey five-year estimates for small-geography demographics, state economic development reports, USDA Economic Research Service publications, and primary research where secondary data runs out. Because USDA reviewers reject studies built on unsupported assumptions, every projection has to trace back to evidence the reviewer can verify. That is the standard the analysis is built to withstand.
